   The plant is located at 260 Grove Street in the Village of Gouverneur. The water source for the system is the Oswegatchie River. The Water Plant pumps water directly from the Oswegatchie River into the Plant. During the year, when the temperatures are above freezing , the water is aerated in a vat just outside of the Plant. Following aeration, the water again enters the Plant. Chemicals are added in a rapid mixing chamber to aid in coagulation. After the chemicals are added to the water, the water flows into the flocculation room. The flocculation room consists of four bays, each bay contains paddles to slowly mix the chemical throughout the water. From the flocculation room, the water travels to two sedimentation tanks to allow the floc to settle out of the water. The water then flows through one of four conventional filters and into a clear well. Once the water is in the clear well, phosphate, hypochlorite and caustic soda are added to treat the water for corrosion control, disinfection and taste. Fluoride is added to the water as it exits the Plant and enters the system. The water will then be pumped into the system or to the storage tank, depending on water demand.
