The Village of Gouverneur, Wastewater Treatment Facility is operated by two employees. The chief operator holds New York State Department of Environmental Conservation Grade IIA certification to operate the facility and is civil service Grade 1 classified. The second operator  holds New York State Department of Environmental Conservation Grade 1 certification and is civil service classified. The goal of the Village of Gouverneur Wastewater Treatment Facility is to provide a safe and clean environment for future generations. This goal is achieved by hard work, proper maintenance of our facility and constant monitoring of our treatment process.

The facility is a 3.76 million gallon per day system. The treatment system begins with coarse screening of material coming into the facility prior to wet well pumping at the pump station. This screening will remove any large, non-biodegradeable substances. After being screened, the sewage is then pumped, via submersible sewage and a force main, to the grit building. Once at the grit building, the flow moves through a chamber for grit removal and then flows via gravity feed to the facultative treatment lagoon.

The wastewater industry is vigorously monitored by State and Federal agencies, such as the Department of Environmental Conservation (DEC), the Environmental Protection Agency (EPA) and Department of Health (DOH). The quality of treatment is constantly monitored by these agencies to assure our rivers are receiving a high quality effluent.

The Village of Gouverneur Wastewater Treatment Facility has consistently produced high quality effluent and is always working toward maintaining a high quality of treatment.
