The Village of Gouverneur, Department of Public Works has a total of 12 dedicated employees - ranging from 1-28 years of experience. We have a Superintendent of Public Works, a senior clerk/safety officer, eight motor equipment operators, and three employees licensed to work at the Wastewater Treatment Facility and Water Filtration Plant who strive on a daily basis to make our community safe and a comfortable place to live, work and visit.

Brush Pick Up -
Brush pick up is done seasonally on a zone by zone basis. In the spring scheduled brush pick up is during May and June. In the fall, scheduled brush pick up is during October and November. Items for brush pick up must be placed alongside the curb but not in the street. Items allowed for pick up are garden and yard waste, and tree limbs (cut into manageable sized pieces). Leaves and/or small amounts of garden waste MUST be bagged. No construction materials or household trash/garbage will be picked up.

Dial-A-Truck The Dial-A-Truck program is available to all Village residents at NO charge from mid-spring to late fall. The program allows Village residents to have a flatbed truck parked in their yard or driveway overnight, so the resident can fill it with brush, leaves and other acceptable garden/yard waste. Dial-A-Trucks are dropped off at the residence in the afternoon and are picked up the following morning, shortly after 7:00 AM. When the Dial-A-Truck is delivered on a Friday, it remains there until the following Monday morning, allowing the resident the full weekend to do their yard work. Dial-A-Trucks are also available for residents who are taking down trees in their yard, you just need to specify that you need a Dial-A-Truck for tree removal so that a dump truck can be used instead of a flatbed truck. To schedule a Dial-A-Truck call the D.P.W. office at 287-0110.
Parks. The Department of Public Works is responsible for five parks in the Village. They include: Ames Point (located on State Route 11 across from Kinney Drug Warehouse), Sandbox Park (located in the parking lot behind New York Pizzeria), the Village Park (located on Main Street), Harry Mills Memorial Park (located on Johnstown Street) and Riverview Park (located on State Route 58/outer West Barney Street). The Department is responsible for keeping all these areas mowed and string trimmed all summer, as well as maintenance to all structures located on site. Mills Park has a groomed baseball field, basketball courts, boat ramp, horseshoe pits, pavilion and restrooms. Riverview Park has several baseball/softball diamonds, a multipurpose field, and a concession building that is also equipped with restrooms. Anyone wishing to make a reservation for any of our Parks can do so by contacting the Village Clerk at 287-1720 ext. 222.
Street Lights. Street Lights throughout the Village are maintained by the Department of Public Works. We have in the vicinity of four hundred street lights throughout the Village. We not only change the bulb when it goes out, but we also have to maintain the street light poles, thousands of feet of street light wire, transformers, cross arms and pole hardware, and the hydroelectric plant. We have 2-3 employees who are able to work on street light maintenance and repairs. If you wish to call to report a street light that is out, call the D.P.W. office 287-0110
Water Service. The Department of Public Works is also responsible for maintenance of several miles of water mains and the shutoff at the curb. If you have a water emergency or want your water turned off at the curb while you are away for an extended period of time, you can schedule an appointment by calling the D.P.W. office at 287-0110. The same office can also schedule an appointment to have your water turned back on but the property owner or a representative thereof must be present for turn on, this will prevent any property damage in case there is a leak.

Sewer Service. The Department of Public Works is also responsible for maintenance and repair of several miles of sewer mains, including storm drains and sanitary sewers. This is sometimes an unpleasant part of our job. The Village is responsible for taking care of the mains and it is the resident’s responsibility to take care of their own lateral. The lateral is the connecting pipe that runs from the dwelling to the Villages main. Everything that is put down the sewer ends up the Village of Gouverneur Waste Water Treatment Facility. It is for this reason, and for the health and safety of our employees, that hypodermic needles and syringes should never be introduced into the sewer system.

If you are calling after normal business hours, you must call the Village Police Department at 287-2121 and they will dispatch our on call crew. Highways. The Department of Public Works is responsible for 16.38 miles of streets in the Village. Every year the Department is allotted a certain amount of money for paving projects. The decision on which street(s) to pave is based upon condition of the street and traffic flow.
If you wish to report a pothole, you can call the D.P.W office at 287-0110. Pothole patrol is a never ending battle! Potholes are caused by several different factors. If a street is receiving more traffic or heavier traffic than it is designed for, a combination of the increase in traffic and natural aging of the pavement results in potholes. Also, when water seeps into the base of the pavement through surface cracks, it can soften the base. Over a period of time (and several heavy frosts) the base material shifts to the side leaving nothing underneath to support the pavement and then you have a pothole anywhere from an inch to several inches deep.
Snow Removal. Many winter hours are spent doing snow removal throughout the Village of Gouverneur. In the past few years, we have used a two-man night shift from late December until late March. As well as plowing and sanding the streets throughout the Village; the Department of Public Works is also responsible for several other winter related tasks. These include, but are not limited to: keeping the sand barrels that we put out full; snow blowing the sidewalks through and around the Village Park ~the sidewalks across the West Main Street bridge the sidewalks that cross the William Street bridge the sidewalk that is along Riverside Cemetery and the sidewalks through the Municipal Parking lot, the Riverview Park parking lot and the Rec. Center parking lot; shoveling out fire hydrants; and moving snow banks from heavily traveled areas. Ah, the joy of a north country winter!
Scrap Metal Recycling. Beginning each spring, the Village of Gouverneur will again be accepting clean scrap metal at the Waste Water Treatment facility, located on Route 58, just a couple miles west of Gouverneur Hospital. Items accepted for collection include: large appliances (washers, stoves, etc.), metal bed frames, metal shelving, lawn mowers, etc. Items not accepted would include: refrigerators, air conditioners, car batteries, tires, chemicals, televisions, etc. The hours of operation are Monday through Friday, 7:00 am 3:00 PM and weekends by appointment.
